Decommissioning of ships and the Iowa-class BBs?

I've always found the terms "commissioned" and "decommissioned" a tad elusive. I know I saw a an Iowa-class BB at harbour in Oslo, Norway, in 1997/98, and I'm pretty sure it was the New Jersey, but the official site of the U.S. Navy says it was decommisioned for the last time in 1991 and gives the impression of it being berthed until it was moved in to its present location as a museum in 2000. All the other Iowa-class BBs were decommisioned between 1990 and 1992 as well and share similar stories.

USS Missouri is at Pearl Harbor as a museum. Not sure where Iowa, New Jersey and Wisconsin are.
Professionals built the Titanic, amatuers built the Ark.

On top of my head:
USS Iowa: Near San Francisco, forgot the name of the place. Lots of mothballed Navy ships there.
USS New Jersey: Camden, New Jersey. Museum ship.
USS Wisconsin: Norfolk, Virginia.

Edit to add: Quick search didn't bring any info about the ship Skua saw in Oslo. But found out that USS Iowa is about to be towed to Mare Island from its current location, Suisun Bay Inactive ship facility.

I know for sure that in the mid to late 80`s the USS New Jersey, had a visit to Oslo(can`t for the life of it all see why any one would;)), I doesn`t remember exactly when, but remember the worries the the lefties had because the US navy, then as nowadys, wouldn`t comit or guarantee to not carry any nuclear weapon on board. As this was after the rebuilding, I should think it was as the tomahawk launchers is the perfect means to deliver such a device.
But in the 90`s? I doesn`t remember Skua.
